Regarding this issue with money and the need to spend the capital before a certain time. This seems to me to be nothing more then an excuse to spend money. If the money is not spent on paving and expanding the parking lot , it would become available for something else, perhaps public transit or more tree planting. The question is not weather we have time to spend the money but weather we should be spending it on this type of project.
